Saudi pipeline outage threatens loss of 4% of global oil supply

LONDON: Saudi Arabia will run out of oil stocks for exports if it doesn’t restart its major pipeline to the Red Sea within days, leading to a loss of up to 4% of global supply, Saudi oil buyers and traders said. A further decline in Saudi flows will worsen the global supply crunch, which has already pushed global fuel prices to record highs, spurred inflation around the world and sent U.S. bond yields to the highest levels since the 2008 financial crisis. Since drone attacks forced Saudi Arabia to shut its huge east-west oil pipeline on Friday, Riyadh has not given full details about the extent of the damage or how long the route will stay off-line. Sources that spoke to Reuters gave varying estimates, with one saying the damage could take as long as five to six weeks to repair, while another said it could be fixed sooner and could resume pumping partially while repairs are ongoing. Saudi Arabia’s government media office and energy ministry did not immediately respond to requests for comment. For the past six months, the pipeline running through the desert across the Arabian Peninsula has spared Saudi Arabia from the brunt of the impact of the wartime shutdown of the Strait of Hormuz that has crippled exports from its neighbours. The world’s biggest exporter has used the pipeline to reroute around 4 million barrels per day — around 4% of global supply — to the port of Yanbu on the Red Sea. But with the pipeline out of service, Yanbu now has stocks to maintain exports for just five to seven days, according to three industry sources familiar with Saudi exports. Saudi Arabia also has stocks to supply customers for several days from Egypt’s ports of Ain Sukhna on the Red Sea and Sidi Kerir on the Mediterranean, a fourth source said. Yanbu storage capacity stands at around 35 million barrels, according to industry estimates, with Ain Sukhna and Sidi Kerir able to store 18 million and 20 million barrels respectively. Stocks are not full and will ultimately run out without the east-west pipeline resuming operations, the four sources said. Saudi oil supply has already fallen to a more than three-decade low in August on reduced flows via Hormuz and the Red Sea, the International Energy Agency said on Friday. World oil supply will decline this year by 5.7 million bpd, or about 6%, the IEA, which coordinates Western energy policies, said. In addition to the attack on the pipeline, Houthi fighters in Yemen who have threatened Saudi oil shipments seized an island on Friday in the mouth of the Red Sea. The Middle East supplied around 22 million barrels per day of oil before the war. Flows through the Strait of Hormuz have slowed to just 6 million to 9 million bpd, industry sources say. German firms lift China investment as US outlays fall, IW study shows

BERLIN: German companies increased investment in China by a third in the first half of 2026 while sharply reducing investment in the ‌United States, according to a study by the German Economic Institute (IW) seen by Reuters on Sunday. German firms invested €5.6 billion ($6.50 billion) more in China than in the same period of the previous year, ⁠based on IW’s analysis of Bundesbank data. The figure was in line with the average half-year investment level between 2020 and 2025. Trump says US-Canada trade deal likely ‘fairly soon’ “German companies have little choice but to continue investing in China,” IW’s Juergen Matthes said, describing the country as both an important sales market and a “gym” where companies can build up ‌their ⁠competitive muscle. OpenAI's Altman won't do IPO this year, calls AI extinction risk 'unacceptable'

LOS ANGELES: OpenAI will not go public in 2026, Chief Executive Sam Altman said in remarks published ‌on Saturday, citing safety concerns over artificial intelligence that render “unacceptable” even a 10% risk that AI could cause human extinction by decade’s end. The comments come as more US lawmakers urge new rules to govern AI systems after dire warnings from two researchers from OpenAI rival Anthropic that rapidly progressing AI could lead to the extinction of the human race in the not-too-distant future. “I actually think that, given everything happening with safety, right now would be an ill-advised moment to go public, and we don’t feel pressure on that,” Altman told business magazine Fortune. Asked if there ⁠was a 10% chance of AI-driven extinction, Altman said he did not know how such an estimate could be made, but warned the risk was serious enough that AI companies and governments should act as though it could not be tolerated. “Whether it’s 10 or eight or six, the point is, we all have a tremendous amount of responsibility, and cannot let egos or incentives for profit or anything else get in the way,” Altman added. “We need to act such that we are not taking any of those numbers of risk, and I believe we can.” Instances of ai agents going rogue Politicians, both Democrat and Republican, have responded with alarm and calls for more action after cases of AI agents going rogue to hack external systems and AI safety researchers quitting their companies out of concern at the technology risks. Speculators turn net long on yen for first time since February

TOKYO: Speculators turned to a net long position on the yen for the first time since February, data showed ‌late on Friday, a display of growing momentum behind Japan’s beleaguered currency. Yen futures data from the Commodity Futures Trading Commission showed net non-commercial positions amounting to 10,796 long contracts in the ⁠week to September 8. That is a reversal from net shorts of 92,227 for the week prior and the first overall long reading since February 24. The yen has surged this month on expectations for an accelerated schedule of rate hikes by the Bank of Japan and a potential repatriation of ‌assets ⁠by local investors. Hyundai Motor to roll out in-house driver-assist system in 2029

SEOUL: Hyundai Motor Group will launch vehicles equipped with its proprietary driver-assistance software in late 2029, two years later than planned, turning to Nvidia in the interim to accelerate deployment. The South Korean automaker will partner with the US chipmaker to roll ‌out advanced driver-assistance systems (ADAS), known as Level 2+ and Level 2++, in 2028, a Hyundai executive said. The shift underscores the challenges Hyundai faces in developing automated driving software in-house, a project originally slated for a late-2027 debut, while raising concerns over its deepening reliance on Nvidia. The delay has fuelled worries that the automaker could fall further behind Tesla and Chinese rivals in the race ⁠to commercialise vehicle autonomy. “Our partnership with Nvidia is not about leaving our destiny entirely in their hands,” Park Min-woo, a president at Hyundai Motor Group, told a media briefing. Park said Hyundai will co-design the technology with Nvidia and use the data from the system to train and refine its own software platform, dubbed Atria. Gold price gains Rs400 per tola in Pakistan

Gold prices in Pakistan increased on Saturday in line with their gain in the international market. In the local market, gold price per tola reached Rs457,136 after a gain of Rs400 during the day. Similarly, 10-gram gold was sold at Rs391,920 after it accumulated Rs343, according to rates shared by the All-Pakistan Gems and Jewellers Sarafa Association (APGJSA). On Friday, gold price per tola reached Rs456,736 after a decline of Rs5,600 during the day. The international rate of gold increased by $4 to reach $4,346 per ounce earlier today. Govt hikes petrol by Rs5.02, diesel by Rs5.28 for fifth straight review

The government continued to raise petrol and high-speed diesel (HSD) prices at its final review of the week on Friday, increasing them by Rs5.02 and Rs5.28 per litre, respectively, for a fifth straight hike in petroleum prices. The new prices will remain effective from Saturday, September 12, till Monday, September 14, 2026. It was the fifth consecutive increase in petroleum prices in Pakistan. In last five days, the government has increased the petrol price by Rs29.95 and diesel by Rs25.27 per litre. According to a notification issued by the Ministry of Energy (Petroleum Division), the Oil and Gas Regulatory Authority (OGRA) on Friday revised the ex-depot prices of petroleum products under the government’s petroleum pricing mechanism. The price of Motor Spirit (petrol) was raised by Rs5.02 per litre, taking it from Rs370.80 to Rs375.82 per litre. HSD saw a hike of Rs5.28 per litre, rising from Rs398.04 to Rs403.32 per litre. The new prices will remain in effect until Monday, in line with the government’s ongoing practice of adjusting fuel prices based on international oil markets and other cost factors. In the previous review on Thursday, the government increased the price of petrol by Rs3.05 per litre and diesel by Rs5.37 per litre. Internationally, oil prices fell on Friday but remained on course for a weekly gain of more than 9%, while US diesel prices hit a record high as attacks ‌along Middle East shipping routes stoked concerns about prolonged supply disruptions. Investment in local, global stocks gains momentum in Pakistan

Investment trends in Pakistan are changing rapidly, with growing interest among young people in the local as well as global stocks, reflecting rising awareness of financial planning and investment opportunities. According to the Securities and Exchange Commission of Pakistan (SECP), the number of investor accounts in the country’s stock market increased by a record 48% during the last fiscal year. Investor accounts rose to 583,052 at the end of FY2025-26 from 392,775 a year earlier, with around 190,300 new accounts opened during the year, the highest annual increase on record. Young investors accounted for a significant share of this growth. People aged 18 to 30 opened 45% of the new accounts between January and June 2026, while those aged 31 to 45 accounted for another 41%, according to the regulator. The equity market delivered a stellar year in FY2025-26, with the benchmark KSE-100 Index gaining 44% in rupee terms and 46% in US dollar terms. Ibrahim Amin, a banking and financial sector expert, said awareness about investment in the local equity market had increased significantly, particularly among younger people, largely due to social media, digital marketing, and the introduction of mobile applications and digital platforms by brokerage houses. He said improved regulatory facilitation and easier access to the equity market had also encouraged more young people to invest their savings in the Pakistan Stock Exchange (PSX). “People’s saving habits are gradually changing from keeping cash at home or relying solely on traditional savings to investing through formal financial institutions and markets. This reflects growing financial literacy and could also contribute to improving the country’s savings-to-GDP ratio,” he said. There is also significant potential for the local equity market and global stocks to attract Pakistan’s growing freelance and digital workforce, as many freelancers or youngsters remain unaware of the relatively accessible investment and trading opportunities available to them, said Mr Amin, who is also Chairman of the Pakistan Freelancers Association (PAFLA). In 2025, the PSX was among the high-performing equity markets globally and continued to attract investment from both domestic and international institutional and individual investors. Gracy Chen, CEO of Bitget, the world’s largest Universal Exchange, said Pakistan is emerging as a significant market for young investors seeking access to a wider range of investment opportunities, including global stocks and cryptocurrencies. She said the growing participation of young investors in the local equity market could encourage greater confidence in investing in high-return assets, including digital or tokenised versions of traditional stocks such as Apple, Tesla, Nvidia, Amazon, Meta and Microsoft, which can be accessed through digital trading platforms. “With a large and increasingly digital-savvy youth population and a freelance workforce of nearly three million, Pakistani investors have the potential to increase their participation in global financial markets, particularly in international equities,” she said. Ms Chen said investors are increasingly likely to prefer platforms that offer access to multiple asset classes, including cryptocurrencies, tokenised stocks, exchange-traded funds (ETFs), commodities and foreign exchange through a single account. “Having access to different markets through one platform provides greater convenience, allowing investors to diversify their portfolios without having to switch between multiple platforms,” she added. Pakistan rupee registers gain against US dollar

The Pakistani rupee extended its marginal gains, appreciating 0.01%, against the US dollar in the interbank market on Friday. The local unit closed the day at 277.32, a gain of Re0.03 against the greenback. On Thursday, the Pakistani rupee settled at 277.35 against the dollar. UAE shares gain as regional conflict fuels oil supply concerns

India partially cancels debt sale for first time in a year as rates spike

MUMBAI: In what market participants are seeing as an early indication from Indian authorities on interest rates, the central bank partially canceled an auction of shorter duration government security to curb any further spike in bond yields, traders said on Friday. Reserve Bank of India accepted bids worth only 45.06 billion rupees ($471.12 million) for the 6.20% 2029 bond, just over 40% of the planned borrowing in the paper of 110 billion rupees. RBI sold seven-year bond at slightly higher-than-expected yield, while a new 30-year paper was auctioned at a cutoff yield that was in line with estimates. KUALA LUMPUR: Malaysian palm oil futures slipped to their lowest close in two weeks on Friday, as rising stockpiles dragged prices, though concerns over future supply tightness limited the decline. The benchmark palm oil contract for November delivery on the Bursa Malaysia Derivatives Exchange was down 67 ringgit, or 1.37%, at 4,818 ringgit ($1,184.37) a metric ton, the lowest closing price since August 27. The contract fell 2.25% this week after last week’s 0.72% gain. Malaysia’s palm oil inventories hit an eight-month high in August as production climbed to the highest level since December and exports declined, data from the industry regulator showed on Thursday. The larger-than-expected inventory build reflects a widening imbalance between recovering seasonal production and softer export demand, a CIMB Securities research report said. “The higher stock level could cap near-term crude palm oil price upside, although downside may remain cushioned if biological tree stress continues to constrain production growth,” it said. It pointed out that production will likely remain seasonally firm in the coming months, though a meaningful recovery in exports will be more important to curb inventories. Cargo surveyors estimated that exports of Malaysian palm oil products for September 1 to 10 fell between 11.7% and 17.5% from a month earlier. Pakistan will be required to submit a fresh application and commit to 32 international conventions, up from the current 27, to retain zero and reduced-tariff access to the European Union market under a revised Generalized Scheme of Preferences Plus (GSP+) regime, an EU spokesperson was quoted as saying by Arab News. The European Union’s new GSP regulation, published on June 22, is set to take effect on January 1, 2027. Despite the transition, EU official clarified that there will be no automatic rollover or guaranteed approval for existing beneficiaries. Under the updated framework, Pakistan will continue benefiting from GSP+ access during a two-year transition period ending in 2028, provided it complies with current obligations. However, to secure access beyond the transition window, Islamabad must file a formal reapplication backed by a forward-looking action plan detailing the implementation of expanded human rights, labour, environmental, climate, and governance standards. “Like all other GSP+ countries, Pakistan will continue to benefit from GSP+ during the 2-year transition period until the end of 2028, subject to compliance with its obligations,” the EU spokesperson said in a written statement to Arab News. The GSP+ status remains a vital economic pillar for Pakistan, which exported €7.5 billion worth of duty-free or concessionary goods, primarily textiles and garments, to the bloc in 2024, saving an estimated €732 million in tariff exemptions. The requirement for a fresh application follows the European Commission’s 2023–2025 GSP monitoring report released in July. While acknowledging progress in certain sectors, the EU report highlighted persistent concerns regarding human rights, prison reforms, enforced disappearances, freedom of expression, child labour, and the protection of minority rights. Although the Ministry of Foreign Affairs welcomed the EU’s periodic assessment, it noted reservations over what it termed an unbalanced portrayal of Pakistan’s performance on human rights and rule-of-law indicators. Last week, while talking to Business Recorder, European Union Ambassador to Pakistan Raimundas Karoblis said that Pakistan has entered a ‘very critical’ juncture in its trade relationship with the European Union, with continued preferential access to its largest export market far from guaranteed unless Islamabad demonstrates credible and measurable progress on human rights, labour rights, environmental commitments and good governance. Despite a combined GDP of around $10.77 trillion, trade among the 57 member states of the Organisation of Islamic Cooperation (OIC) accounts for only 20.36% of their total foreign trade, highlighting significant untapped potential for deeper economic integration, the Federation of Pakistan Chambers of Commerce & Industry (FPCCI) said on Saturday. The figures were shared by Atif Ikram Sheikh, President of the FPCCI, while emphasizing the need to promote Islamic economic integration through bilateral and multilateral cooperation, read a statement. He also called for the transformation of Pakistan’s relations with the Islamic world into stronger trade, investment and business partnerships. Sheikh said that the 57-member OIC represents a vast economic market spread across four continents, with a combined GDP of around $10.77 trillion in 2025. OIC countries recorded approximately $1.7 trillion in exports and $1.6 trillion in imports during the year, highlighting the enormous scale of the market and the opportunities available for greater economic integration. He noted that intra-OIC trade reached to US$ one trillion i.e. 20.36% of the member states’ total foreign trade. However, the figures also demonstrate that substantial room remains for expanding trade among OIC countries through improved trade facilitation, connectivity, financial linkages and private-sector cooperation. The President FPCCI said that Pakistan has considerable potential to deepen Islamic economic engagement with OIC markets, particularly in textiles and value-added products, agriculture and food processing, pharmaceuticals, engineering goods, minerals and mining, information technology, halal products, tourism, logistics and renewable energy. He was speaking at a review meeting on cotton, wheat and smog control during his visit to Multan. Anti–dumping probe into soda ash import: Türkiye Trade Ministry conveys its regrets

ISLAMABAD: The Ministry of Trade, Türkiye officially expressed its regrets for the initiation of the anti–dumping investigation and unexpected imposition of provisional measures on the import of soda ash which would impede the operation of market forces in a competitive environment. The government of Türkiye has conveyed its official reservations over the Preliminary Determination and Imposition of Provisional Anti-Dumping Duties on Imports of “Soda Ash” Originating in the Republic of Kenya and the Republic of Türkiye. Türkiye, once again, pointed out that the imports are unlikely to exert any substantial negative impact on domestic production. On the contrary, they may yield several positive outcomes. Import diversification enhances consumer choice by providing access to a broader array of products. Furthermore, increased competition can stimulate innovation and efficiency within domestic industries, leading to improvements in both product quality and production processes. Additionally, exposure to international markets encourages local producers to align with global standards and trends, thereby strengthening their competitiveness. Therefore, any anti-dumping measure (provisional or definitive) is not in public interest and will also harm the domestic industry in medium and long term. Ministry of Trade Directorate General for Imports Türkiye certainly believed that the said points will be taken into consideration and the Commission will act consistently with the pertinent provisions of the Anti – Dumping Agreement and relevant WTO – jurisprudence. Türkiye reserves all its rights stemming from the related WTO Agreements with regard to this proceeding, it warned. The Commission, without any concrete evidence, comes to a conclusion that economic indicators of the domestic industry showed a declining trend due to the imports from Türkiye. However, for most injury parameters, the Commission has failed to conduct a proper and objective examination of the correlation between the subject imports and the alleged injury. Especially taking into account that imports from subject countries were insignificant and when it rose the economic indicators of the domestic industry rose simultaneously. This parallel movement undermines any causal link between the subject imports and the claimed injury and calls into question the Commission’s conclusion. Hence, it is impossible to link the domestic industry’s alleged injury with the imports from Türkiye. It is evident that almost all economic indicators of the domestic industry improved after the imports from subject countries surged from 0 to 3.21 in Year-1. When imports rose to 3.75 in Year-2 again many of the economic indicators of domestic industry remained stronger than in the base year. Although slight deteriorations were observed in certain economic parameters, these cannot reasonably be attributed to the alleged dumped imports. Instead, the evidence indicates that such changes resulted from the contraction of the total domestic market, which declined by 9% during the POI. Accordingly, to the extent that any injury exists, it was caused by the overall shrinkage in market demand rather than by the subject imports, the country added. Prime Minister Shehbaz Sharif on Sunday announced a special fuel relief scheme to cushion the impact of rising petrol prices on motorcycle, rickshaw, Qingqi and small-car users amid a surge in global oil prices following tensions in the Middle East, the PM Office said. The development comes a couple of days after the government further increased the price of petrol by Rs3.05 per litre and high-speed diesel (HSD) by Rs5.37 per litre, effective from Friday through Monday, marking the fourth consecutive hike in petroleum prices. Under the fresh scheme, users of motorcycles, rickshaws and other two- and three-wheelers will receive relief of Rs100 per litre on up to 20 litres of petrol per month. Owners of vehicles with engines of up to 800cc will be eligible for the same Rs100-per-litre relief on up to 30 litres per month. The scheme will take effect in Islamabad from the night between Monday and Tuesday, while its implementation will begin across Pakistan, including Azad Jammu and Kashmir and Gilgit-Baltistan, from the night between Wednesday and Thursday. Registration for the scheme has opened from Sunday, with details of the registration process to be communicated through an awareness campaign. Shehbaz said the government fully recognised the burden being placed on the public by higher oil prices and would not leave people alone in the difficult situation. He thanked the provinces for their cooperation in providing information on motorcycles, rickshaws and small vehicles to facilitate registration under the relief scheme. He had directed the authorities to approach the chief secretaries of all four provinces, Azad Kashmir, and Gilgit-Baltistan in this regard. Iran's economic ties to Dubai hard to break despite war

DUBAI: In the markets of old Dubai, saffron, cumin, pistachios and almonds from Iran still fill the stalls, as if the two shores of the Gulf were not separated by war. Last month, the United Arab Emirates announced the suspension of trade and financial exchanges with Tehran, which has responded to American attacks by targeting the US-allied country and tightening its grip on the strategic Strait of Hormuz. But in old Dubai, where Iranian merchants are firmly established, they do not believe there will be a break in the ties forged over decades between the UAE’s financial hub and southern Iran. Since the start of the war, certain Iranian products have become scarcer, and others have seen their prices soar, says Morteza Asaadi, who runs the grocery store his father founded in 1963. Most traditional foodstuffs, such as nuts or zereshk – small red berries used in Persian cuisine – remain available, however. “It’s just coming. How? I don’t know, but it’s coming,” he said. Two wholesalers interviewed by AFP on condition of anonymity said they are still sourcing from Iran, notably via Omani ports. “We can’t export from the Emirates anymore, but we can still bring in certain goods,” one of them said. In Yasser’s saffron shop, the precious spice arrives by air from Mashhad, in northeastern Iran, thanks to the resumption of air links after a brief interruption. Dubai’s Iranian community Dubai is home to a large Iranian community, estimated at several hundred thousand people, which has contributed to the emirate’s commercial development and weathered the various periods of tension with Tehran. After the US tightened its sanctions against the Islamic republic in 2012, “those in Dubai managed to convince their partners in Abu Dhabi that the trade, regardless of the sanctions, needed to continue because it was contributing to the UAE economy,” Mehran Haghirian of the London-based Bourse & Bazaar Foundation think tank told AFP. In 2024, the UAE was the main entry point for goods into Iran, accounting for more than 30 percent of imports, worth $21 billion. It was also Iran’s third-largest customer, absorbing nearly 12 percent of its exports, worth more than $7 billion, according to the World Trade Organization. Dubai is an important financial hub for Iranian businesses, with Washington accusing it of being a key node in financial networks used to circumvent sanctions. As part of its policy of economic pressure on Iran, the United States announced new measures at the end of August targeting Iran’s trading partners, and sanctioned the director of the Dubai branch of Iran’s Bank Melli. The institution nonetheless continues to welcome clients. “We’ve been under sanctions for years,” sighs an employee at one of two branches in Dubai. ‘Priorities change’ For Haghirian, Abu Dhabi’s announcement of the suspension of relations with Iran is part of efforts to bring Tehran back to the negotiating table, and is meant to show the Gulf country’s alignment with the United States. But it will not necessarily cut informal flows or exchanges between private actors, which are deeply rooted on both sides of the Gulf. In the long run, a lasting rupture could even weigh on Dubai’s economy. “It’s difficult to just suddenly cut it off and not have an impact, leave a huge chunk. That chunk cannot easily be replaced,” he stressed. But at a conference in Dubai, Emirati businessman and former senior official in the emirate, Nasser al-Shaikh, downplayed these concerns, saying that Iran is “no longer as important to the emirate’s economy as it was a few years ago”. “The relationship was mutually beneficial,” he conceded, but “in times of war, priorities change… National security comes first”. In his shop in Bur Dubai, Asaadi is convinced that trade will survive the current crisis. “You see the water there?” he said, gesturing at the Gulf separating the UAE from the coasts of southern Iran. “Water can break a mountain.” [...]

PM Shehbaz condemns Houthi attacks on Saudi Arabia in call with crown prince

Prime Minister Muhammad Shehbaz Sharif on Sunday held a telephone conversation with Saudi Crown Prince and Prime Minister Mohammed bin Salman, during which he strongly condemned the recent Houthi attacks on Saudi Arabia’s civilian and economic infrastructure, the PM Office said. The prime minister expressed Pakistan’s complete solidarity with the Saudi leadership and people, saying the Houthi actions threatened regional peace and security and could further disrupt the global economy and energy supplies. PM Shehbaz said he, Chief of Defence Forces and Field Marshal Syed Asim Munir and Deputy Prime Minister Mohammad Ishaq Dar would continue efforts to help defuse tensions and promote peace in the region. He also praised the Saudi crown prince for his “wise and sagacious leadership” throughout the crisis. The prime minister conveyed his warm wishes and respectful regards to Saudi King Salman bin Abdulaziz Al Saud. Crown Prince Mohammed bin Salman, in turn, appreciated Pakistan’s steadfast support for Saudi Arabia and its efforts for regional peace and stability. The development comes days after Yemen’s Houthis attacked energy facilities and cities in US ally Saudi Arabia, wounding more than 70 people and underscoring the risk of the Iran conflict escalating into a wider regional war. The six-month-old conflict in Iran has been marked by a cycle of pauses followed by periodic flare-ups since the US and Israel launched unprovoked attacks on February 28 on Iran, claiming that they wanted to end Tehran’s nuclear programme. The Houthi attacks on Tuesday had come after Iran had warned that energy infrastructure across the Gulf, including US oil and gas interests, was vulnerable in the wake of a tit-for-tat exchange of attacks on ships in and around the Gulf last weekend. The attacks had sent oil prices climbing to more than six-week highs. Fires had erupted at some energy facilities and several people were injured as firefighting and other emergency teams rushed to the scenes to contain the blazes, the Saudi energy ministry had said. For much of the past year, Pakistan has played a dual role as Riyadh’s defence partner and Washington’s backchannel to Tehran but the fresh fighting between Yemen’s Houthi movement and Saudi forces is increasingly testing how long Islamabad can hold both positions at once. The fighting represents the first major test of the mutual defence alliance that was signed between Pakistan, Saudi Arabia and Turkiye last month, adding to a pre-existing pact between Islamabad and Riyadh. Under the arrangement, an armed attack on any one of the three countries is to be regarded as an attack on all. Pakistani officials worry the Houthi threat is more likely to draw Islamabad into a war than Iranian missile strikes on Saudi energy infrastructure were earlier this year. Pakistani soldiers are deployed near the Saudi border with Yemen, two Pakistani officials told Reuters in July, increasing their direct exposure. FBR slaps Rs80/litre FED on 3 POL products

ISLAMABAD: The Federal Board of Revenue (FBR) has imposed Federal Excise Duty @ Rs 80 per litre on three petroleum products including petroleum top naphtha, white spirit/ mineral turpentine oil (MTT) and solvent oil from July 1, 2026. In this regard, the FBR has issued sales tax budget instructions (2026-27) to the field formations on “Curbing adulteration in petroleum products through FED intervention.” According to the FBR’s instructions on Finance Act 2026, the petroleum products are chargeable to petroleum development levy (PDL), whereas, petroleum top naphtha, white spirit/ mineral turpentine oil (MTT), and solvent oil are not chargeable to PDL. Certain unscrupulous elements started taking advantage of this difference by mixing these into PDL chargeable products and sell at higher price. READ ALSO: Federal Excise Act, Federal Excise Rules: FBR moves FCC for enforcement of tax authorities’ powers To curb this practice, now FED on these three products has been levied @ Rs 80 per litre on the aforementioned products in sales tax mode. However, for the industries using the said products as industrial input material, a contingent mechanism has been provided for exclusion/exemption of persons or class of persons from the charge of this duty where final product is either exempt from sales tax or where both the supplier and the manufacturer are integrated with the Board’s computerized system for issuance of digital invoices, subject to the conditions laid down, FBR added. The FBR further stated that the FED on certain petroleum products has been imposed by adding S. No. 65 of Table-1 of the First Schedule to the Federal Excise Act, 2005. The same goods have also been added in the Second Schedule for imposition of FED in sales tax mode which will enable the registered person to adjust the said duty against output sales tax. Upgradation of refineries is essential to align domestic refining capacity with modern environmental standards, including cleaner fuel specifications, improved emission controls, and reduced carbon and Sulphur intensity. Secondly, major petroleum products of a refinery are not chargeable to sales tax. In refinery upgradation, scheduled turnaround, maintenance and overhaul of a refinery require import of high value machinery, equipment, other parts, etc. which are chargeable to sales tax. ADEN/DUBAI: Maritime trackers received new reports of an attack on a ship in the Strait of Hormuz on Sunday, adding to concerns about Iran-related threats to energy supplies after Saudi Arabia shut down a vital oil pipeline. The British navy-affiliated agency UKMTO said it had a report of ‌a projectile hitting a vessel as it moved through the Strait of Hormuz. The amount of damage and the status of the crew were unknown as of early Sunday, the agency said. UKMTO’s report came the day after Saudi Arabia said it had temporarily closed its East-West pipeline as a precaution after a drone attack that both Baghdad and Riyadh said had originated in Iraq, where Iranian-backed militias operate. Ongoing attacks in the widening Middle East war could send energy prices even higher after a week that saw the cost of Brent crude surge back above $100 a barrel. Oil falls but on track for sharp weekly gain on supply concerns; US diesel hits record high The 1,200-km (745-mile) East-West pipeline running across the Arabian Peninsula has served as the main route out for global supplies of Middle East oil for the past six months while the Strait of Hormuz has been largely shut by war. Saudi leader asks for military help Oil prices shot up over the past week and the retail price of diesel in the United States surged past a record $6 a gallon as the United States and Iran both fired on tankers and the Houthis in Yemen advanced along the Red Sea, potentially extending disruptions to another major oil route. Washington now faces a dilemma over whether to help the Saudis fight the Houthis, risking further expansion of the war. Saudi Arabia’s de facto ruler, Crown Prince Mohammed bin Salman, phoned Trump on Thursday and ‌asked for ⁠US military help fighting the Houthis, three sources told Reuters. They said the prince was told that Washington would not intervene directly for now but would help with intelligence. CORON: Authorities in the Philippines said on Sunday it could take weeks or months to identify the victims ‌of a ferry fire that killed 76 people, as forensic experts begin collecting and comparing DNA samples from charred remains and investigators determine what caused one of the country’s deadliest maritime disasters in recent years. Some remains were found clustered together in parts of the vessel, said forensic specialist Richard Allan Mangalip from the Philippine National Police, while others were scattered across different areas of the ship, which ⁠was carrying more than 130 people and was nearing its destination when it caught fire.
